SENIOR CONSULTANT
Mr. Walter has 30 years experience as a Florida State Trooper, 25 years specifically in traffic homicide investigation.   He has served 25 years as a Florida Department of Law Enforcement certified instructor. Mr. Walter personally worked more than 2000 crash investigations, assigned over 300 traffic homicide investigations and assisted in over 1000 preliminary and other traffic homicide investigations. He is one of seven troopers that have qualified as state certified accident reconstructionists in the history of the Florida Highway Patrol.  He has received over 1500 hours of technical training in accident investigation, accident reconstruction, pedestrian/bicycle accidents,
motorcycle accidents, commercial motor vehicle accidents, occupant kinematics, conspicuity issues, perception/reaction time, tire forensics, lamp analysis, crush/energy, forensic mapping using total station and close range photogrammetry. Mr. Walter has been recognized as an expert witness in accident reconstruction in over 50 court cases including civil, criminal and appellate courts.  He has testified in thousands of infraction hearings and hundreds of depositions.  He has trained new
homicide investigators with the Florida Highway Patrol and assisted other police departments with high profile or problem investigations.  Mr. Walter has taught auto theft classes for the Florida Highway Patrol.  He has 28 years experience in auto theft, with special training in identification and recovery of stolen passenger vehicles, commercial motor vehicles, motorcycles and watercraft.   He has been a general topics, traffic homicide, auto theft and firearms instructor for 25 years.
 
He has served as a sniper on a Florida Highway Patrol Special Weapons and Tactics team with thousands of hours of related specialized training and policy.
 
Mr. Walter is a certified Glock and AR-15 Systems armorer.  These certifications include training in assembly/disassembly, troubleshooting specific problems and installation of Glock and AR-15/M-16 factory and non-factory accessories.

Responsibilities include the investigation analysis and reconstruction of vehicle collisions including single and multiple vehicle collisions involving automobiles, trucks, commercial motor vehicles, motorcycles, bicycles, and pedestrians.  Services include damage analysis, speeds from damage (energy), coefficient of friction of roadway, time and distance relationships, lamp analysis, occupant kinematics, vehicle
